Mr. Gonzalo Arias joined the CIAT Secretariat in 2008 as Specialist in the Tax Research Management Office, and is currently Director of International Cooperation and Taxation in the same Organization.

He is an Argentine national and prior joining CIAT, from 1998-2008, he held different positions in various areas of the Federal Administration of Public Revenues of Argentina. He is a Public Accountant with a Master’s degree in Finance Management granted through a joint program of Universidad de El Salvador in Argentina and the State University of New York.

Sam Cicogna brings a unique perspective to his job as Vice President and Head of ONESOURCE Transfer Pricing for the Corporate Division of Tax and Accounting.

Prior to joining the team, Sam touched the Thomson Reuters product suite in various ways: as a client, steering committee member, competitor, and public accounting firm user. These prior experiences allow Sam to directly understand market needs and the challenges of end users interacting with our software and services on a daily basis.

Sam joined Thomson Reuters in 2008 when his employer was acquired to solidify the ONESOURCE product suite. Since the acquisition he has been challenged with merging diverse services teams, creating a single culture and using his experience to expand the product offering.

Sam holds a Bachelor of Science in Business Administration (Accounting) from the University of Dayton and is a licensed Certified Public Accountant in the State of Georgia. He is a member of the AICPA & the Association for Computers & Taxation, and is currently based in Atlanta, GA.

Mr. Vinicius de Freitas has just joined CIAT in September 2016 as the Chief of e-Invoice International Coordination.

His previous experiences in Brazil encompass 10 years as an electronic engineer and software engineer, followed by more than 20 years as a tax inspector, during which had held many positions like Chief of Information Technology Division of Rio Grande do Sul State Revenue Department, CIO of Rio Grande do Sul State Treasury Secretariat, and, for the last ten years, deputy coordinator of the Brazilian national e-invoice program. During this same period has also acted as one of the representatives of Rio Grande do Sul State in national tax laws and rules discussions, and is also member of distinct Brazilian tax laws organizations, like the Foundation of Superior Teaching of Tax Law (FESDT) and Superior Council of Tax Studies (CONSET).

Roula Karavitis is the Program Manager for the Assistant Deputy Commissioner International (ADCI) and Joint International Taskforce on Shared Intelligence and Collaboration (JITSIC) within the Large Business and International Division of the United States Internal Revenue Service.

In this role, she provides support to the ADCI for matters of multilateral coordination including the Organisation for Economic Cooperation and Development (OECD) and the Inter-American Centre of Tax Administrations (CIAT) and also oversees the JITSIC day to day operations. Roula previously served as a Senior Advisor to the Deputy Commissioner International within LB&I and was responsible for developing LB&I’s knowledge management library. Roula also served as a Territory Manager in Manhattan, NY in the Financial Services Industry where she lead examination teams and worked with large business multinational customers to address very complex tax issues.

Mr. Ezekiel Kiptum Saina, HSC, is the Commissioner in charge of Corporate Support Services, Kenya Revenue Authority (KRA).

He holds a Masters degree in Business Administration (MBA) from Strathmore Business School. His background is Information Technology, and was the Head of Information Technology until his appointment to the current position. He has also participated in numerous international customs, tax and technology forums.

Mr. Saina has a wealth of experience in application of technology in tax administration. He has spearheaded major business automation reforms in KRA, the latest being the integrated tax management system (iTax), leading to transformation of tax administration in Kenya. He is now looking into transforming the current electronic tax registers (ETR) model for a more effective and secure real-time transmission of fiscal business transaction data, and electronic invoicing.

Terence H. Lutes is the leader of the revenue management practice for IBM, responsible for strategic direction and growth in IBM’s public sector revenue agency and treasury department business.

Additionally, he represents the company on the international Standard Business Reporting Committee helping develop unified strategic direction for regulators and the software/consulting communities that support them through development and promotion of international financial data standards.

Before joining IBM, Terry served as Vice President, Government Consulting of Alluvion/The M Group. The work of the company included supporting US projects at IRS and the FDIC as well as finance/tax/IT consulting services for World Bank, USAID and USTDA projects in developing countries.

Terry previously completed a career with the U.S. Internal Revenue Service which spanned 28 years and over the last eleven years, as an executive, had assignments managing service, processing, compliance, e-strategy and IT functions. He successfully managed IRS organizations as large as 6,500 with budgets as large as $1.5 billion (U.S.). Additionally he was responsible for providing strategic and operational direction to the development and promotion of electronic tax products designed to best serve the needs of business and individual taxpayers and their representatives.

During the final 6 years of his IRS career, Terry served as U.S. representative to the OECD Taxpayer Services Subcommittee, also chairing the group for 2 years. He continues to serve as an industry representative on the OECD Tax eAudit Task Group.

Though his government and private sector background, Terry has been working with tax agencies around the World for over 15 years and is familiar with tax administrations and tax issues on all continents. He serves as a member of the Board of Directors of the International Tax and Investment Council, a group that works with governments on tax policy and tax administration issues impacting the business community.

Terry also served for 2 years as Chairman of the Board of Directors of Chiliad, a Massachusetts search technology company. He graduated from Eastern Kentucky University and also holds a Master’s in Public Administration from the University of Colorado.

He has served as a Project Director on GenTax implementation and upgrade projects, and focuses on international business development for FAST. He is the former Director of the Washington State Department of Revenue where he worked for 20 years.

Topic: Your Brain, Taxes, and Social Norms: The brain does not function as logically and rationally as we may think. In fact, human behavior is often driven by a strange combination of perception, attitudes, and social norms. The fields of social psychology and behavior economics provide insights into what induces compliant behavior and, conversely, why people cheat. Insights are applied to tax administration’s efforts to improve voluntary compliance and to build enforcement programs that are truly effective.

Topic: New Trends in Integrated Tax: Since integrated tax processing systems first came on the scene in the 1980’s, they’ve come a long way. The advent of true commercial-off-the-shelf solutions 18 years ago has fostered widespread adoption of integrated systems and has quickened the pace of changes and improvements. New trends in real time-fraud detection, integrated analytics, and functionality supporting the management of social programs are presented. The concept of “perpetual renewal” is contrasted with the traditional “rip out and replace” model, with case studies demonstrating how upgradable systems are enabling tax agencies to continuously improve.

Mr. Velazquez joined the CIAT Secretariat in 2007. He is currently responsible for development of collaborative activities between CIAT and other international organizations.

In addition, he is responsible for organizational strategic planning. He is a US national who retired from the US Internal Revenue Service with over 30 years of service, mostly in the international division.

Mr. Márcio F. Verdi joined the CIAT Secretariat in July 2004 as the Director of Tax Studies and went on to become the Executive Secretary and took office in January 2010.

He is a Brazilian national and prior to joining the CIAT Secretariat he held positions of increasing importance with the Brazilian Tax Department, known as the “Secretaria da Receita Federal do Brasil.” As an economist, he began his career as a Tax Auditor and went on to occupy executive level positions at the Receita Federal.

Raul Zambrano is the Director of Technical Assistance and Information Technologies and Communication at CIAT.

From Quito, Ecuador. He is a systems engineer who has been developing and managing projects in modernizing more than 15 tax administrations in Latin America and the Caribbean. He has been a teacher in areas of database management and information systems at the National Polytechnic School and the University San Francisco of Quito. He has lectured in terms of Tax Administration and Technology in the 5 continents.

Director de Asistencia Técnica y Tecnología de Información del CIAT. Nacido en Quito, Ecuador. Es un ingeniero de sistemas que ha participado en proyectos de modernización de más de 15 administraciones tributarias de América Latina y el Caribe. Ha sido profesor en áreas de base de datos y gestión de sistemas de información en la Escuela Politécnica Nacional y la Universidad San Francisco de Quito. Ha sido orador en materia de tecnología y administración tributaria en los 5 continentes.
